HOUSE BILL 08 1372: “Concerning the voluntary donation of umbilical cords for the purpose of aiding in the cure of life-threatening diseases through the use of adult blood stem cells.” 

HOUSE BILL 08 1049: “Concerning the extension of the years for which a taxpayer may claim the income tax credit for child care facilities.”

HOUSE BILL 08 1387: “Concerning energy-related assistance to low-income households from the proceeds of the operational account of the severance tax trust fund”

SENATE BILL 08 217: “Concerning the framework for developing the centennial care choices program to reform the health care system in Colorado.”

HB 1372 “Concerning the voluntary donation of umbilical cords for the purpose of aiding in the cure of life-threatening diseases through the use of adult blood stem cells.” 

This bill will create an adult stem cells cure fund in the state treasury.  This bill will also require the department of public health and environment to set standards for hospitals for the donation and collection of umbilical cord blood for hospitals that choose to participate in umbilical cord donation. 

the Colorado Catholic Conference SUPPORTS this legislation.  Adult stem cell research, which does not harm the embryo, is morally permissible and is providing treatments for over 70 different medical conditions.  Adult stem cell research has a proven track record of success and this type of legislation is important and needed in the state of Colorado.  This bill will be heard in the Senate Health & Human Services Committee.  Please contact your senator and members of this committee and ask them to SUPPORT this important piece of legislation.

HOUSE BILL 08 1049: “Concerning the extension of the years for which a taxpayer may claim the income tax credit for child care facilities.” This bill extends the income tax years for which a taxpayer can claim credit for making a monetary contribution to promote child care.  Without this tax credit Catholic Charities would find it very difficult to provide child care services to the working poor. The Conference SUPPORTS this legislation.

HOUSE BILL 08 1387: “Concerning energy-related assistance to low-income households from the proceeds of the operational account of the severance tax trust fund” This bill extends funding from the operational account of the severance tax trust fund that will be used for the purpose of providing energy-related assistance to low-income households through direct bill payment assistance and home energy efficiency improvements.  The Colorado Catholic Conference SUPPORTS this bill. 

The inability to pay for home energy is the second leading cause of homelessness in Colorado for families with children and in order to pay for home energy, 35% of assistance recipients went without medical or dental care, or failed to fill a medical prescription or took less than the full dose of prescribed medicine.  Colorado needs a long-term, permanent funding solution so that all of our citizens can afford the basic necessities of warmth and light without having to sacrifice medical care, food or home safety.

SENATE BILL 08 217: “Concerning the framework for developing the centennial care choices program to reform the health care system in Colorado.”  This bill will authorize the creation of the centennial care choices program to reduce the state’s uninsured population and improve access to affordable health care in Colorado.  The Colorado Catholic Conference SUPPORTS this legislation.
